Narrative:
I received a flight briefing. I filed a VFR flight plan from dxr (danbury, ct) to mtn (martin state). I also relieved an ADIZ flight plan to be opened with washington on 125.52. Upon leaving danbury I opened my VFR flight plan with new york and asked for and received flight following. I was handed off consistently, avoiding the tfr area from allentown 182 degree radial. Once through phl, I asked the controller if he would be handing me off to washington so that I could pick up my ADIZ clearance. He said he would do his best. I waited as I flew toward the area and got no response for quite some time. I contacted them again and he gave me a frequency of 125.62 to go to. I could not bring anyone up on this frequency. At this time I thought I was getting very close to the ADIZ. I turned the plane right and to 180 degrees. I went back to phl on the previous frequency and told them I could not bring anyone up on that frequency. He seemed disturbed and told me I had violated the airspace. He then handed me off to baltimore. I spoke with baltimore. He scolded me, of course, and told me to follow route 95 on the north side and get to 2500 ft en route to martin state. He also wanted me to squawk VFR frequency 1200 en route. I did as I was told. When entering martin state the tower asked for my discrete code for the ADIZ. I did not have one. I was squawking 1200 as told. Upon landing I was given a number to call. I described the whole situation and was told there would be an investigation. When I started this trip I did everything in my power to make sure I would not break any rules, file a flight plan, ADIZ flight plan, got a flight following, was expected to be handled in a timely manner, especially close to restr airspace. I was diligent in trying to get to washington to pick up my ADIZ clearance in 3 separate calls to phl, to no avail. I realize now after, that I should have asked for a frequency change to 125.52, washington (the frequency I got from the briefer in the am). It's easy to think about and fix things after they occur. I will never let this happen again. Next time I will file IFR, even in crystal clear skies. I also feel that controllers who handle aircraft this close to these zones should pay closer attention to details, frequencys, distance for handoffs, etc.

Title: DC ADIZ PENETRATION BY A PA32 PVT PLT ENRTE TO MTN WHEN UNABLE TO OBTAIN DC ADIZ CLRNC AND SQUAWK FOR VFR ENTRY NEAR VOR AT PPM.
Narrative: I RECEIVED A FLT BRIEFING. I FILED A VFR FLT PLAN FROM DXR (DANBURY, CT) TO MTN (MARTIN STATE). I ALSO RELIEVED AN ADIZ FLT PLAN TO BE OPENED WITH WASHINGTON ON 125.52. UPON LEAVING DANBURY I OPENED MY VFR FLT PLAN WITH NEW YORK AND ASKED FOR AND RECEIVED FLT FOLLOWING. I WAS HANDED OFF CONSISTENTLY, AVOIDING THE TFR AREA FROM ALLENTOWN 182 DEG RADIAL. ONCE THROUGH PHL, I ASKED THE CTLR IF HE WOULD BE HANDING ME OFF TO WASHINGTON SO THAT I COULD PICK UP MY ADIZ CLRNC. HE SAID HE WOULD DO HIS BEST. I WAITED AS I FLEW TOWARD THE AREA AND GOT NO RESPONSE FOR QUITE SOME TIME. I CONTACTED THEM AGAIN AND HE GAVE ME A FREQ OF 125.62 TO GO TO. I COULD NOT BRING ANYONE UP ON THIS FREQ. AT THIS TIME I THOUGHT I WAS GETTING VERY CLOSE TO THE ADIZ. I TURNED THE PLANE R AND TO 180 DEGS. I WENT BACK TO PHL ON THE PREVIOUS FREQ AND TOLD THEM I COULD NOT BRING ANYONE UP ON THAT FREQ. HE SEEMED DISTURBED AND TOLD ME I HAD VIOLATED THE AIRSPACE. HE THEN HANDED ME OFF TO BALTIMORE. I SPOKE WITH BALTIMORE. HE SCOLDED ME, OF COURSE, AND TOLD ME TO FOLLOW RTE 95 ON THE N SIDE AND GET TO 2500 FT ENRTE TO MARTIN STATE. HE ALSO WANTED ME TO SQUAWK VFR FREQ 1200 ENRTE. I DID AS I WAS TOLD. WHEN ENTERING MARTIN STATE THE TWR ASKED FOR MY DISCRETE CODE FOR THE ADIZ. I DID NOT HAVE ONE. I WAS SQUAWKING 1200 AS TOLD. UPON LNDG I WAS GIVEN A NUMBER TO CALL. I DESCRIBED THE WHOLE SIT AND WAS TOLD THERE WOULD BE AN INVESTIGATION. WHEN I STARTED THIS TRIP I DID EVERYTHING IN MY PWR TO MAKE SURE I WOULD NOT BREAK ANY RULES, FILE A FLT PLAN, ADIZ FLT PLAN, GOT A FLT FOLLOWING, WAS EXPECTED TO BE HANDLED IN A TIMELY MANNER, ESPECIALLY CLOSE TO RESTR AIRSPACE. I WAS DILIGENT IN TRYING TO GET TO WASHINGTON TO PICK UP MY ADIZ CLRNC IN 3 SEPARATE CALLS TO PHL, TO NO AVAIL. I REALIZE NOW AFTER, THAT I SHOULD HAVE ASKED FOR A FREQ CHANGE TO 125.52, WASHINGTON (THE FREQ I GOT FROM THE BRIEFER IN THE AM). IT'S EASY TO THINK ABOUT AND FIX THINGS AFTER THEY OCCUR. I WILL NEVER LET THIS HAPPEN AGAIN. NEXT TIME I WILL FILE IFR, EVEN IN CRYSTAL CLR SKIES. I ALSO FEEL THAT CTLRS WHO HANDLE ACFT THIS CLOSE TO THESE ZONES SHOULD PAY CLOSER ATTN TO DETAILS, FREQS, DISTANCE FOR HDOFS, ETC.
