Narrative:
During a flight while flying at 8400 ft MSL, a cloud deck moved in underneath. The balloon began to rise, so I initiated a descent where I exited the clouds at approximately 7800 ft MSL. I was approached by 2 FAA officials who I cooperated with in giving me information and explaining the situation upon landing.
