Narrative:
I was working local control and ground control. I had 1 C172 in the pattern. I had a line of arrs on runway 9, the C172 was on runway 36. Air taxi does not participate in lahso. I instructed the C172 to make a low approach at or above 500 ft. He asked me to repeat. I did, and he said 'roger.' he landed and held short of runway 9. He called the tower and said he did not know what a low approach was. The air taxi did not comment about the C172 landing on an intersecting runway. It seems to me that students are released too soon before they fully learn the basics.

Title: SAV LCL CTLR ISSUED APCH TO TFC ON SHORT FINAL FOR INTERSECTING RWY TFC, BUT PLT IS CONFUSED AND LAHSO RWY INTXN.
Narrative: I WAS WORKING LCL CTL AND GND CTL. I HAD 1 C172 IN THE PATTERN. I HAD A LINE OF ARRS ON RWY 9, THE C172 WAS ON RWY 36. AIR TAXI DOES NOT PARTICIPATE IN LAHSO. I INSTRUCTED THE C172 TO MAKE A LOW APCH AT OR ABOVE 500 FT. HE ASKED ME TO REPEAT. I DID, AND HE SAID 'ROGER.' HE LANDED AND HELD SHORT OF RWY 9. HE CALLED THE TWR AND SAID HE DID NOT KNOW WHAT A LOW APCH WAS. THE AIR TAXI DID NOT COMMENT ABOUT THE C172 LNDG ON AN INTERSECTING RWY. IT SEEMS TO ME THAT STUDENTS ARE RELEASED TOO SOON BEFORE THEY FULLY LEARN THE BASICS.
