Narrative:
The lear had been cleared for ILS runway 16 ayl via the sot transition. It was on the sot 114 degree radial to junoe. The MSAW went off. We do not display junoe on the radar scope. I checked the approach plate, 6800 ft until junoe. I asked the pilot if we had passed junoe. The answer was negative. I advised the lear that 6800 fr was the minimum altitude until junoe. He was at 6400 ft and climbed back up to 6800 ft. We were fortunate to see this on radar. We often can't see below 8000 ft in this area.

Narrative: THE LEAR HAD BEEN CLRED FOR ILS RWY 16 AYL VIA THE SOT TRANSITION. IT WAS ON THE SOT 114 DEG RADIAL TO JUNOE. THE MSAW WENT OFF. WE DO NOT DISPLAY JUNOE ON THE RADAR SCOPE.
