Air carrier X continues to climb out at very slow speeds making it impossible to depart behind them. If this continues, we will start treating this carrier as a propeller to protect ourselves. Enough is enough. This operation is dangerous and nobody will take action. Safety overrides noise abatement.

Narrative: ACR X CONTINUES TO CLB OUT AT VERY SLOW SPDS MAKING IT IMPOSSIBLE TO DEPART BEHIND THEM. IF THIS CONTINUES, WE WILL START TREATING THIS CARRIER AS A PROP TO PROTECT OURSELVES. ENOUGH IS ENOUGH. THIS OP IS DANGEROUS AND NOBODY WILL TAKE ACTION. SAFETY OVERRIDES NOISE ABATEMENT.
