Narrative:
I was flying a giii out of pwk to dvt. Climbing out of pwk I observed what I thought to be the flaps retracting slow. On landing at dvt, again observed what I thought to be slow flap travel. I called the company director of maintenance and explained this to him. He could not find anything that gave a time for flap travel and directed me to go to long beach and have gulfstream service center look at them before our next revenue flight. Upon approach to lgb, I could not get the flaps down and landed flaps up. In the future if I have a problem, I will use my command authority/authorized as PIC to have an inspection done before any departure.

Title: A GULFSTREAM III MADE A FLAPS UP LNDG AFTER A PREVIOUSLY SUSPECTED, BUT NOT INVESTIGATED, FLAP DISCREPANCY.
Narrative: I WAS FLYING A GIII OUT OF PWK TO DVT. CLBING OUT OF PWK I OBSERVED WHAT I THOUGHT TO BE THE FLAPS RETRACTING SLOW. ON LNDG AT DVT, AGAIN OBSERVED WHAT I THOUGHT TO BE SLOW FLAP TRAVEL. I CALLED THE COMPANY DIRECTOR OF MAINT AND EXPLAINED THIS TO HIM. HE COULD NOT FIND ANYTHING THAT GAVE A TIME FOR FLAP TRAVEL AND DIRECTED ME TO GO TO LONG BEACH AND HAVE GULFSTREAM SVC CTR LOOK AT THEM BEFORE OUR NEXT REVENUE FLT. UPON APCH TO LGB, I COULD NOT GET THE FLAPS DOWN AND LANDED FLAPS UP. IN THE FUTURE IF I HAVE A PROB, I WILL USE MY COMMAND AUTH AS PIC TO HAVE AN INSPECTION DONE BEFORE ANY DEP.
