Narrative:
We took off on the taxiway parallel to runway 31 in pierre, sd. The runway was under construction and the taxiway had been used several months for takeoffs and lndgs and we had used it numerous times in our C208. It had apparently not been used for about 1 month however. We used it because a strong, gusty crosswind had arisen shortly before (31 KTS gusting to 36 KTS on current AWOS) out of 330 degrees. This represented an 80 degree crosswind to the active runway 25. The recommended maximum crosswind in our high wing C208 was 20 KTS. There were no other airplanes in the air at the time of our takeoff and a regional jet had started back taxiing east on runway 7/25. We waited until it was well out of our flight path before our takeoff. Airport is an uncontrolled field and we took off VFR, planning to get our IFR clearance in the air. We were several mi south of the airport before the jet took off. When we reached our destination, we were called by the tower and asked to contact the FAA and explained our actions. We felt we acted in the safest manner possible for the flight conditions that day and took every precaution to ensure safety at that airport.

Title: C208 PLT TAKES OFF FROM A TXWY AT AN UNCTLED ARPT DUE TO EXCESSIVE XWIND COMPONENT ON THE ONLY RWY AVAILABLE.
Narrative: WE TOOK OFF ON THE TXWY PARALLEL TO RWY 31 IN PIERRE, SD. THE RWY WAS UNDER CONSTRUCTION AND THE TXWY HAD BEEN USED SEVERAL MONTHS FOR TKOFS AND LNDGS AND WE HAD USED IT NUMEROUS TIMES IN OUR C208. IT HAD APPARENTLY NOT BEEN USED FOR ABOUT 1 MONTH HOWEVER. WE USED IT BECAUSE A STRONG, GUSTY XWIND HAD ARISEN SHORTLY BEFORE (31 KTS GUSTING TO 36 KTS ON CURRENT AWOS) OUT OF 330 DEGS. THIS REPRESENTED AN 80 DEG XWIND TO THE ACTIVE RWY 25. THE RECOMMENDED MAX XWIND IN OUR HIGH WING C208 WAS 20 KTS. THERE WERE NO OTHER AIRPLANES IN THE AIR AT THE TIME OF OUR TKOF AND A REGIONAL JET HAD STARTED BACK TAXIING E ON RWY 7/25. WE WERE SEVERAL MI S OF THE ARPT BEFORE THE JET TOOK OFF. WHEN WE REACHED OUR DEST, WE WERE CALLED BY THE TWR AND ASKED TO CONTACT THE FAA AND EXPLAINED OUR ACTIONS. WE FELT WE ACTED IN THE SAFEST MANNER POSSIBLE FOR THE FLT CONDITIONS THAT DAY AND TOOK EVERY PRECAUTION TO ENSURE SAFETY AT THAT ARPT.
