Narrative:
While flying on an IFR flight plan ATC asked me to accept the ILS runway 3 approach into mkc. The WX at the time was ceilings about 1200-1600 ft and the winds were from the south. I said 'unable, not ADF or DME equipped.' I then requested the ILS runway 19. He said he'd pass the request on and after a min asked if I could accept the 'VOR.' I was looking at the NOAA bound approach plates at the time and was looking at the VOR runway 19 approach plate. I said 'yes.' the controller gave me a vector of 70 degrees and told me to expect the VOR approach. He began vectoring me and by the time I realized he was vectoring me for the VOR runway 3 approach I was intercepting the final course. I realized I'd made a mistake, but instead of telling him I was unable to make the approach I asked him if he could identify kawed intersection for me. He answered in the affirmative. Before the kawed intersection he sent me over to tower and they asked me if I needed them to call the IAF. I said yes. They did so and I made the landing without incident. I should have refused the approach and asked for the ILS runway 19 approach. However, I did state to the controller that I was not ADF or DME equipped and assumed that he knew that was necessary for the VOR runway 3 approach as well as the ILS runway 3 approach.

HOWEVER, I DID STATE TO THE CTLR THAT I WAS NOT ADF OR DME EQUIPPED AND ASSUMED THAT HE KNEW THAT WAS NECESSARY FOR THE VOR RWY 3 APCH AS WELL AS THE ILS RWY 3 APCH.
