Narrative:
Aircraft came in with a reported fuel leak from the l-hand wing boost pump access panel. As the lead I pulled the mms for fuel leaks. I determined with the mechanic that the leak was within limits and dispatched the aircraft. It was later brought to my attention that the heat blankets should have been MEL'ed. If we were to look into the additions to the maintenance manual, I would have noticed that those blankets were to be MEL'ed.

Title: AN MD80 WAS DISPATCHED IN NON COMPLIANCE WITH AN OPEN RPT ON HEAT BLANKETS NOT ANSWERED OR DEFERRED.
Narrative: ACFT CAME IN WITH A RPTED FUEL LEAK FROM THE L-HAND WING BOOST PUMP ACCESS PANEL. AS THE LEAD I PULLED THE MMS FOR FUEL LEAKS. I DETERMINED WITH THE MECH THAT THE LEAK WAS WITHIN LIMITS AND DISPATCHED THE ACFT. IT WAS LATER BROUGHT TO MY ATTN THAT THE HEAT BLANKETS SHOULD HAVE BEEN MEL'ED. IF WE WERE TO LOOK INTO THE ADDITIONS TO THE MAINT MANUAL, I WOULD HAVE NOTICED THAT THOSE BLANKETS WERE TO BE MEL'ED.
