Narrative:

I am a student pilot and this was only my second time in the aircraft without my instructor. I had just finished making about 4 touch-and-goes. On takeoff, I heard the commuter announce on CTAF that he was 12 mi out. I continued my climb to pattern altitude and waited till he crossed to my left on his downwind leg. I then followed him and didn't turn base till we crossed again. It slipped my mind that the main taxiway was closed due to line painting. The commuter pilot later complained to a line worker that he didn't see any NOTAMS about the taxiway being closed. Just before I touched down, the commuter pilot suggested that I go around. I now am very aware that I should have complied, but at the time I thought that it was ok for me to land since I could see that his aircraft was at the far end of the runway and I knew that I would only need about 1/3 of the runway to land. The runway at duj is divided into thirds by txwys C and B. I stopped about 100 ft past taxiway B (the first 1/3), announced a back-taxi on the active and turned off the active at taxiway B. I was unaware at the time that I had done anything wrong, but I'm fully aware now that you may not land or enter an active runway until it has been announced by the aircraft landing before you that they are clear of the active runway. I should have gone around and will not hesitate to do so in the future. Supplemental information from acn 635021: a student pilot on his second solo under my supervision was doing touch-and-goes on runway 25 at duj in a C152 when a BE1900 commuter entered the pattern from the west. The commuter was ahead of the student and landed first on runway 25, however, the txwys (a & C) were closed due to painting. The commuter turned around and began to back-taxi on runway 25 as the student approached to land. The commuter called on the CTAF and requested the student go around but the student was only about 50 ft AGL and decided to land believing that he could stop safely in the first 1/2 of the runway. The student landed and stopped well short of the commuter and both taxied clear at taxiway B. The commuter pilot complained to line service that he was unaware of the NOTAM regarding the taxiway closure. The student was counseled/instructed by me to never land on a runway until all other aircraft were completely clear of the runway.

Title: C152 STUDENT PLT LANDED WITH A BE1900 IN THE FAR END OF THE RWY. THE BE1900 CAPT DID NOT SEE ANY NOTAMS ABOUT TXWY CLOSURES.

I THEN FOLLOWED HIM AND DIDN'T TURN BASE TILL WE CROSSED AGAIN. IT SLIPPED MY MIND THAT THE MAIN TXWY WAS CLOSED DUE TO LINE PAINTING. THE COMMUTER PLT LATER COMPLAINED TO A LINE WORKER THAT HE DIDN'T SEE ANY NOTAMS ABOUT THE TXWY BEING CLOSED. JUST BEFORE I TOUCHED DOWN, THE COMMUTER PLT SUGGESTED THAT I GO AROUND. I NOW AM VERY AWARE THAT I SHOULD HAVE COMPLIED, BUT AT THE TIME I THOUGHT THAT IT WAS OK FOR ME TO LAND SINCE I COULD SEE THAT HIS ACFT WAS AT THE FAR END OF THE RWY AND I KNEW THAT I WOULD ONLY NEED ABOUT 1/3 OF THE RWY TO LAND. THE RWY AT DUJ IS DIVIDED INTO THIRDS BY TXWYS C AND B. I STOPPED ABOUT 100 FT PAST TXWY B (THE FIRST 1/3), ANNOUNCED A BACK-TAXI ON THE ACTIVE AND TURNED OFF THE ACTIVE AT TXWY B. I WAS UNAWARE AT THE TIME THAT I HAD DONE ANYTHING WRONG, BUT I'M FULLY AWARE NOW THAT YOU MAY NOT LAND OR ENTER AN ACTIVE RWY UNTIL IT HAS BEEN ANNOUNCED BY THE ACFT LNDG BEFORE YOU THAT THEY ARE CLR OF THE ACTIVE RWY. I SHOULD HAVE GONE AROUND AND WILL NOT HESITATE TO DO SO IN THE FUTURE. SUPPLEMENTAL INFO FROM ACN 635021: A STUDENT PLT ON HIS SECOND SOLO UNDER MY SUPERVISION WAS DOING TOUCH-AND-GOES ON RWY 25 AT DUJ IN A C152 WHEN A BE1900 COMMUTER ENTERED THE PATTERN FROM THE W. THE COMMUTER WAS AHEAD OF THE STUDENT AND LANDED FIRST ON RWY 25, HOWEVER, THE TXWYS (A & C) WERE CLOSED DUE TO PAINTING. THE COMMUTER TURNED AROUND AND BEGAN TO BACK-TAXI ON RWY 25 AS THE STUDENT APCHED TO LAND. THE COMMUTER CALLED ON THE CTAF AND REQUESTED THE STUDENT GO AROUND BUT THE STUDENT WAS ONLY ABOUT 50 FT AGL AND DECIDED TO LAND BELIEVING THAT HE COULD STOP SAFELY IN THE FIRST 1/2 OF THE RWY. THE STUDENT LANDED AND STOPPED WELL SHORT OF THE COMMUTER AND BOTH TAXIED CLR AT TXWY B. THE COMMUTER PLT COMPLAINED TO LINE SVC THAT HE WAS UNAWARE OF THE NOTAM REGARDING THE TXWY CLOSURE. THE STUDENT WAS COUNSELED/INSTRUCTED BY ME TO NEVER LAND ON A RWY UNTIL ALL OTHER ACFT WERE COMPLETELY CLR OF THE RWY.
