Narrative:
As an aircraft was doing an approach into a satellite airport, I noticed 'la' flashing. That was not unexpected. However, what I noticed was there was no audible alarm in conjunction with this alert. (We are on the new stars equipment.) I immediately verified the setting on my volume. It was set to 2. I then performed an alarm test (multi-function Z a). The alarm still didn't sound. I demonstrated this non-functioning alarm to a supervisor. I then decided to see if I could change my volume setting. As soon as I tried that, the audible alarm began functioning again.

Title: A CMH APCH CTLR OBSERVES A LOW ALT ALERT AND A CONFLICT ALERT FLASHING ON RADAR, BUT DID NOT HEAR THE AURAL ALARM ASSOCIATED WITH THE ALERTS.
