Narrative:
On this particular confign west IFR departures off las fly heading 315 degrees and climb to 7000 ft. This points these IFR aircraft directly at north las vegas airport (vgt). In this case, we took a pointout from nellis approach on an IFR arrival from the northwest into vgt. We then pointed this aircraft out (per SOP) to our tower, who now had responsibility to separate las IFR departures from him. Las tower immediately launched an IFR jet directly at the vgt arrival. On my initial contact with the departure, the aircraft was leaving 4000 ft for 7000 ft, aimed nose-to-nose with the vgt arrival, who was 6200 ft and descending. I immediately turned my departure to avoid a potential loss of separation (or worse). The procedures we use in this case will result in a loss of separation someday, and has the potential for an near midair collision or worse.

Title: L30 CTLR IS FORCED TO ISSUE IMMEDIATE TURN TO LAS DEP BECAUSE OF LAS TWR CTLR'S FAILURE TO COMPLY WITH ESTABLISHED PROCS.
Narrative: ON THIS PARTICULAR CONFIGN W IFR DEPS OFF LAS FLY HDG 315 DEGS AND CLB TO 7000 FT. THIS POINTS THESE IFR ACFT DIRECTLY AT NORTH LAS VEGAS ARPT (VGT). IN THIS CASE, WE TOOK A POINTOUT FROM NELLIS APCH ON AN IFR ARR FROM THE NW INTO VGT. WE THEN POINTED THIS ACFT OUT (PER SOP) TO OUR TWR, WHO NOW HAD RESPONSIBILITY TO SEPARATE LAS IFR DEPS FROM HIM. LAS TWR IMMEDIATELY LAUNCHED AN IFR JET DIRECTLY AT THE VGT ARR. ON MY INITIAL CONTACT WITH THE DEP, THE ACFT WAS LEAVING 4000 FT FOR 7000 FT, AIMED NOSE-TO-NOSE WITH THE VGT ARR, WHO WAS 6200 FT AND DSNDING. I IMMEDIATELY TURNED MY DEP TO AVOID A POTENTIAL LOSS OF SEPARATION (OR WORSE). THE PROCS WE USE IN THIS CASE WILL RESULT IN A LOSS OF SEPARATION SOMEDAY, AND HAS THE POTENTIAL FOR AN NMAC OR WORSE.
