Narrative:
Arrived in vc bird airspace at 7000 ft. Instructions were to enter 12 DME arc to omrel and hold. At 14 DME, first officer made right turn to join 12 DME arc. Air carrier Y B777 complained to approach controller that he was receiving RA because we had changed altimeter to 29.71. We immediately changed back to 29.92. The controller informed us that the altimeter was 29.71. We reset the altimeter to 29.71, and I confirmed to the controller the altimeter 29.71 was in the box. The air carrier Y B777 kept after the controller about flight level. The air carrier Y B777 was correct and we knew we should have been at 29.92 above 4000 ft. The argument continued between the air carrier Y and the controller. I knew what was correct, but I felt intimidated by the controller. I complied with the controller and all of his instructions.

Title: FLT CREW OF ATR SET LCL ALTIMETER SETTING PRIOR TO TRANSITION LEVEL AT AN INTL DEST AND A CRITICAL ENCOUNTER WITH B777 IN THE SAME HOLDING PATTERN RESULTS.
Narrative: ARRIVED IN VC BIRD AIRSPACE AT 7000 FT. INSTRUCTIONS WERE TO ENTER 12 DME ARC TO OMREL AND HOLD. AT 14 DME, FO MADE R TURN TO JOIN 12 DME ARC. ACR Y B777 COMPLAINED TO APCH CTLR THAT HE WAS RECEIVING RA BECAUSE WE HAD CHANGED ALTIMETER TO 29.71. WE IMMEDIATELY CHANGED BACK TO 29.92. THE CTLR INFORMED US THAT THE ALTIMETER WAS 29.71. WE RESET THE ALTIMETER TO 29.71, AND I CONFIRMED TO THE CTLR THE ALTIMETER 29.71 WAS IN THE BOX. THE ACR Y B777 KEPT AFTER THE CTLR ABOUT FLT LEVEL. THE ACR Y B777 WAS CORRECT AND WE KNEW WE SHOULD HAVE BEEN AT 29.92 ABOVE 4000 FT. THE ARGUMENT CONTINUED BTWN THE ACR Y AND THE CTLR. I KNEW WHAT WAS CORRECT, BUT I FELT INTIMIDATED BY THE CTLR. I COMPLIED WITH THE CTLR AND ALL OF HIS INSTRUCTIONS.
