Narrative:
All checklists were complete and I performed a normal takeoff from runway 27. Shortly after takeoff and during flap retraction, 'flaps half speed' message (white) was displayed on ed-2. A climb check was completed by the first officer. Following that, a review of the QRH was done. Being a status message, no action was required, and leaving 10000 ft the first officer was directed to contact maintenance control and advise them. The response was that it could be deferred over the phone and to call when we arrived in ZZZ. A normal flight was completed to ZZZ and I parked the aircraft to offload the passenger. I contacted maintenance control with my write-up. He asked a few questions about other messages, none of which were present and consulted his MEL for section deferral. He idented a CAT C and a deferral was done over the phone. After we concluded our conversation, I contacted my dispatcher to amend the release for the MEL. Dispatch advised that no penalties were associated and he dispatched my next flight to ZZZ1 to include the MEL item. Having a scheduled 23 min turn and being 10 mins late, I did not pull out my flight standards manual to confirm the item, as we also were pressured by ATC to make a slot time. Passenger were already boarded, paperwork complete (so I thought) and our flight departed 10 mins late. This flight was without incident until gate arrival where I was instructed by ramp to contact dispatch. Following a short conversation and pulling out my flight standards manual, I was informed that an illegal flight was made from ZZZ to ZZZ1 as MEL relief had been removed via a yellow temporary revision dated jul/04. I was angry and stunned. I had counted on maintenance and dispatch and let my own guard down. I accept my third of the mistake as PIC.

Title: A CRJ700 CREW FLEW A LEG WITH AN INAPPROPRIATELY MEL'ED FLAP PROB.
Narrative: ALL CHKLISTS WERE COMPLETE AND I PERFORMED A NORMAL TKOF FROM RWY 27. SHORTLY AFTER TKOF AND DURING FLAP RETRACTION, 'FLAPS HALF SPD' MESSAGE (WHITE) WAS DISPLAYED ON ED-2. FOLLOWING A SHORT CONVERSATION AND PULLING OUT MY FLT STANDARDS MANUAL, I WAS INFORMED THAT AN ILLEGAL FLT WAS MADE FROM ZZZ TO ZZZ1 AS MEL RELIEF HAD BEEN REMOVED VIA A YELLOW TEMPORARY REVISION DATED JUL/04. I WAS ANGRY AND STUNNED. I HAD COUNTED ON MAINT AND DISPATCH AND LET MY OWN GUARD DOWN. I ACCEPT MY THIRD OF THE MISTAKE AS PIC.
