Narrative:
The localizer for runway 12R in stl has been a problem for a while now. It will go to full scale deflection and behave very erratic. This happens below 1000 ft even. On a visual approach, it might just be a nuisance, but in IMC it is unacceptable. Upon asking the tower, the answer was that they do get complaints about it. Go arounds are getting common because of it. Callback conversation with reporter revealed the following information: additional information provided by the reporter revealed that a third runway is being constructed south of runway 12R. He said a large number of construction vehicles are operating near the runway and may be causing the problem.

Title: EMB145 PLT CONCERNED ABOUT STL RWY 12R LOCALIZER BEING VERY ERRATIC WITH FULL SCALE DEFLECTIONS. RPTR STATED THAT THE STL APCH CTLR ACKNOWLEDGED THEY ARE GETTING PLT COMPLAINTS ABOUT THE LOCALIZER.
Narrative: THE LOCALIZER FOR RWY 12R IN STL HAS BEEN A PROB FOR A WHILE NOW. IT WILL GO TO FULL SCALE DEFLECTION AND BEHAVE VERY ERRATIC. THIS HAPPENS BELOW 1000 FT EVEN. ON A VISUAL APCH, IT MIGHT JUST BE A NUISANCE, BUT IN IMC IT IS UNACCEPTABLE. UPON ASKING THE TWR, THE ANSWER WAS THAT THEY DO GET COMPLAINTS ABOUT IT. GO AROUNDS ARE GETTING COMMON BECAUSE OF IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ADDITIONAL INFO PROVIDED BY THE RPTR REVEALED THAT A THIRD RWY IS BEING CONSTRUCTED SOUTH OF RWY 12R. HE SAID A LARGE NUMBER OF CONSTRUCTION VEHICLES ARE OPERATING NEAR THE RWY AND MAY BE CAUSING THE PROB.
