Narrative:

During a student evaluation flight on downwind abeam the tower, tower asked for a short approach. The student replied he was on a check ride and would rather do a normal approach. Tower replied unable and stated conduct a short approach. The student looked at me and I said 'I'll cut you some slack on hitting your point.' by this point we were abeam the approach end. The student accepted the clearance, retarded throttles to idle, put gear down and extended 10 degrees of flaps and began a descent and turn. On long final due to our high descent rate and steeper than normal bank angles the aircraft was 30 KTS faster than final approach speed (recommended) with full flaps. We slowed on short final and a safe landing was made. On rollout tower requested 'expedite taxi,' we taxied at half our rotation speed to the nearest turnout. After clearing the runway, we were advised to copy a phone number for a possible pilot deviation. When I phoned, the tower was polite and professional and stated my short approach was not short enough and my taxi not fast enough and they had to send another aircraft around. Tower mentioned that with one of their 3 runways closed they needed help from us 'airport regulars.' since I was nervous of a violation I apologized and said I would tighten my approachs and speed up my taxies. In retrospect, during the phone call, I should have asked tower for more clarification on how they would like short approachs as my technique has been satisfactory at other training airports and that implying possible pltdevs for slow taxi may result in a student pilot (very prevalent at iwa) taxiing unsafely. Now that the situation has passed and I have had time to think, I plan on discussing this matter with my chief flight instructor so that he may discuss it with the tower manager.

Title: IWA LCL CTLR REFUSED A STUDENT PLT AND HIS INSTRUCTOR CLRNC TO PERFORM A NORMAL FROM DOWNWIND AND INSTRUCTS THE STUDENT TO MAKE A SHORT APCH. ON ROLLOUT THE LCL CTLRS INSTRUCT THE STUDENT TO EXPEDITE HIS TAXI.

Narrative: DURING A STUDENT EVALUATION FLT ON DOWNWIND ABEAM THE TWR, TWR ASKED FOR A SHORT APCH. THE STUDENT REPLIED HE WAS ON A CHK RIDE AND WOULD RATHER DO A NORMAL APCH. TWR REPLIED UNABLE AND STATED CONDUCT A SHORT APCH. THE STUDENT LOOKED AT ME AND I SAID 'I'LL CUT YOU SOME SLACK ON HITTING YOUR POINT.' BY THIS POINT WE WERE ABEAM THE APCH END. THE STUDENT ACCEPTED THE CLRNC, RETARDED THROTTLES TO IDLE, PUT GEAR DOWN AND EXTENDED 10 DEGS OF FLAPS AND BEGAN A DSCNT AND TURN. ON LONG FINAL DUE TO OUR HIGH DSCNT RATE AND STEEPER THAN NORMAL BANK ANGLES THE ACFT WAS 30 KTS FASTER THAN FINAL APCH SPD (RECOMMENDED) WITH FULL FLAPS. WE SLOWED ON SHORT FINAL AND A SAFE LNDG WAS MADE. ON ROLLOUT TWR REQUESTED 'EXPEDITE TAXI,' WE TAXIED AT HALF OUR ROTATION SPD TO THE NEAREST TURNOUT. AFTER CLRING THE RWY, WE WERE ADVISED TO COPY A PHONE NUMBER FOR A POSSIBLE PLTDEV. WHEN I PHONED, THE TWR WAS POLITE AND PROFESSIONAL AND STATED MY SHORT APCH WAS NOT SHORT ENOUGH AND MY TAXI NOT FAST ENOUGH AND THEY HAD TO SEND ANOTHER ACFT AROUND. TWR MENTIONED THAT WITH ONE OF THEIR 3 RWYS CLOSED THEY NEEDED HELP FROM US 'ARPT REGULARS.' SINCE I WAS NERVOUS OF A VIOLATION I APOLOGIZED AND SAID I WOULD TIGHTEN MY APCHS AND SPD UP MY TAXIES. IN RETROSPECT, DURING THE PHONE CALL, I SHOULD HAVE ASKED TWR FOR MORE CLARIFICATION ON HOW THEY WOULD LIKE SHORT APCHS AS MY TECHNIQUE HAS BEEN SATISFACTORY AT OTHER TRAINING ARPTS AND THAT IMPLYING POSSIBLE PLTDEVS FOR SLOW TAXI MAY RESULT IN A STUDENT PLT (VERY PREVALENT AT IWA) TAXIING UNSAFELY. NOW THAT THE SIT HAS PASSED AND I HAVE HAD TIME TO THINK, I PLAN ON DISCUSSING THIS MATTER WITH MY CHIEF FLT INSTRUCTOR SO THAT HE MAY DISCUSS IT WITH THE TWR MGR.
