Narrative:
As I picked up the aircraft at ZZZZ, there were 3 previous write-ups in the aircraft logbook plus a fueling problem. Maintenance was present, but nothing had been done so far. The station manager said the write-ups were minor and needed to be addressed. 2 were very minor dealing with broken window shades, but the third had to do with a possible short in the passenger entertainment system of a passenger seat. I asked contract maintenance to solve the problem and alerted maintenance controller of the write-ups. The mechanics cleared the possible short but the 2 remaining write-ups were left open which I did not understand could be left open. Also, the fueler couldn't close the center tank fuel valve at the refueling panel. He also indicated that all the fuel valves were open when he opened the refueling panel. It appears that the center fuel tank valve had a history of malfunctioning, but as of that day nothing had been done. My concern is that I, as a captain, have been recently written up for delaying flts. I'm feeling more and more pressure to disregard security and maintenance in respect to schedule completions and being on time. In my opinion, not a good course to pursue, and certainly a recipe for major problems.
Original NASA ASRS Text
Title: A B757-200 CAPT RPTS LACK OF MAINT, OPEN LOGBOOK ITEMS NOT WORKED, AND A CHRONIC CTR TANK FUEL VALVE NOT CLOSING.
Narrative: AS I PICKED UP THE ACFT AT ZZZZ, THERE WERE 3 PREVIOUS WRITE-UPS IN THE ACFT LOGBOOK PLUS A FUELING PROB. MAINT WAS PRESENT, BUT NOTHING HAD BEEN DONE SO FAR. THE STATION MGR SAID THE WRITE-UPS WERE MINOR AND NEEDED TO BE ADDRESSED. 2 WERE VERY MINOR DEALING WITH BROKEN WINDOW SHADES, BUT THE THIRD HAD TO DO WITH A POSSIBLE SHORT IN THE PAX ENTERTAINMENT SYS OF A PAX SEAT. I ASKED CONTRACT MAINT TO SOLVE THE PROB AND ALERTED MAINT CTLR OF THE WRITE-UPS. THE MECHS CLRED THE POSSIBLE SHORT BUT THE 2 REMAINING WRITE-UPS WERE LEFT OPEN WHICH I DID NOT UNDERSTAND COULD BE LEFT OPEN. ALSO, THE FUELER COULDN'T CLOSE THE CTR TANK FUEL VALVE AT THE REFUELING PANEL. HE ALSO INDICATED THAT ALL THE FUEL VALVES WERE OPEN WHEN HE OPENED THE REFUELING PANEL. IT APPEARS THAT THE CTR FUEL TANK VALVE HAD A HISTORY OF MALFUNCTIONING, BUT AS OF THAT DAY NOTHING HAD BEEN DONE. MY CONCERN IS THAT I, AS A CAPT, HAVE BEEN RECENTLY WRITTEN UP FOR DELAYING FLTS. I'M FEELING MORE AND MORE PRESSURE TO DISREGARD SECURITY AND MAINT IN RESPECT TO SCHEDULE COMPLETIONS AND BEING ON TIME. IN MY OPINION, NOT A GOOD COURSE TO PURSUE, AND CERTAINLY A RECIPE FOR MAJOR PROBS.
