Narrative:
At approximately XA55 I left the left seat to answer nature prior to our descent into hpn. The other pilot donned his mask and I had the flight mechanic stay in the cockpit. Between XA55 and XB00, the other pilot copied a clearance to descend to FL290 (we were at FL450) by a point 110 NM west of dny. We were probably within 50 NM of this point which makes it a touch goal anyway. The other pilot decided to utilize the VNAV feature and showed the mechanic jumpseater how to set it up in the box. When I returned to my seat, I asked if there were any changes and was told of the altitude requirement and that it was 'set up in the box.' I immediately noted that we were already at a point 108 NM west of dny (and closing). I started a rapid descent and instructed the other pilot to announce our intentions to ATC just as ATC called us. There were no conflicts and ATC assured us we would be fine due to our rapid descent rate.

Title: C550 AT FL450 WITH ZNY FAILS TO COMPLY WITH ACCEPTED XING RESTR DURING DSCNT.
Narrative: AT APPROX XA55 I LEFT THE L SEAT TO ANSWER NATURE PRIOR TO OUR DSCNT INTO HPN. THE OTHER PLT DONNED HIS MASK AND I HAD THE FLT MECH STAY IN THE COCKPIT. BTWN XA55 AND XB00, THE OTHER PLT COPIED A CLRNC TO DSND TO FL290 (WE WERE AT FL450) BY A POINT 110 NM W OF DNY. WE WERE PROBABLY WITHIN 50 NM OF THIS POINT WHICH MAKES IT A TOUCH GOAL ANYWAY. I IMMEDIATELY NOTED THAT WE WERE ALREADY AT A POINT 108 NM W OF DNY (AND CLOSING). I STARTED A RAPID DSCNT AND INSTRUCTED THE OTHER PLT TO ANNOUNCE OUR INTENTIONS TO ATC JUST AS ATC CALLED US. THERE WERE NO CONFLICTS AND ATC ASSURED US WE WOULD BE FINE DUE TO OUR RAPID DSCNT RATE.
