Narrative:
While climbing out from iad en route to apf, we were handed off to another controller. In the change of frequencys, the proper frequency was lost. While looking for the proper frequency, I saw an aircraft on TCASII headed in our direction at our altitude. After finding the frequency, we were given a climb. I initiated an abrupt climb. About 3 seconds into the climb, the TCASII gave a climb RA. We never saw the other aircraft and nothing was said by ATC about the incident.

Title: ON CLBOUT FROM IAD, A CL60 ACR HAS A POSSIBLE CONFLICT WITH UNKNOWN TFC AT APPROX 10000 FT.
Narrative: WHILE CLBING OUT FROM IAD ENRTE TO APF, WE WERE HANDED OFF TO ANOTHER CTLR. IN THE CHANGE OF FREQS, THE PROPER FREQ WAS LOST. WHILE LOOKING FOR THE PROPER FREQ, I SAW AN ACFT ON TCASII HEADED IN OUR DIRECTION AT OUR ALT. AFTER FINDING THE FREQ, WE WERE GIVEN A CLB. I INITIATED AN ABRUPT CLB. ABOUT 3 SECONDS INTO THE CLB, THE TCASII GAVE A CLB RA. WE NEVER SAW THE OTHER ACFT AND NOTHING WAS SAID BY ATC ABOUT THE INCIDENT.
