Narrative:
Within the last month memphis center frequency was changed from 135.5 to 120.075. The frequency is unreadable below 3000 ft MSL and is barely readable below 5000 ft MSL. I feel this has become a safety of flight issue due to being unable to have effective communications when departing or arrival into pof. Callback conversation with reporter revealed the following information: reporter said he had heard that ZME knows the frequency is a problem and expects it will stay a problem. He said the FBO manager of pof also has had little success in discussing the situation with memphis center. He said at times, pilots put on vectors in IMC conditions have instructions relayed by other aircraft at higher altitudes. MVA is 2300 ft and field elevation is 330 ft.

Title: A PA32 PLT INBOUND TO POF, WHICH IS AN UNCONTROLLED ARPT, CLAIMS THAT MEM ARTCC RECENTLY CHANGED THE APCH FREQ TO ONE THAT PREVENTS PLTS FROM RECEIVING THE CTR BELOW 3000 FT.
Narrative: WITHIN THE LAST MONTH MEMPHIS CTR FREQ WAS CHANGED FROM 135.5 TO 120.075. THE FREQ IS UNREADABLE BELOW 3000 FT MSL AND IS BARELY READABLE BELOW 5000 FT MSL. I FEEL THIS HAS BECOME A SAFETY OF FLT ISSUE DUE TO BEING UNABLE TO HAVE EFFECTIVE COMS WHEN DEPARTING OR ARR INTO POF. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID HE HAD HEARD THAT ZME KNOWS THE FREQ IS A PROB AND EXPECTS IT WILL STAY A PROB. HE SAID THE FBO MANAGER OF POF ALSO HAS HAD LITTLE SUCCESS IN DISCUSSING THE SIT WITH MEMPHIS CTR. HE SAID AT TIMES, PLTS PUT ON VECTORS IN IMC CONDITIONS HAVE INSTRUCTIONS RELAYED BY OTHER ACFT AT HIGHER ALTITUDES. MVA IS 2300 FT AND FIELD ELEVATION IS 330 FT.
