Narrative:
After parking aircraft, 'receipt complete' signal and within 2 mins, aircraft fueler began fueling aircraft with left engine running, beacon on, and jetway bridge not yet up to the aircraft. Cranked APU as quickly as we could and shut down the left engine without APU or external power. However, the jetway took approximately 10 mins after block-in before the doors were opened, by then fueling was almost complete. Supplemental information from acn 639001: problem would not have occurred if refueling SOP was followed.

Title: FUELING IS BEGUN ON A B757 WITH ENG STILL RUNNING IN NON COMPLIANCE WITH POLICY.
Narrative: AFTER PARKING ACFT, 'RECEIPT COMPLETE' SIGNAL AND WITHIN 2 MINS, ACFT FUELER BEGAN FUELING ACFT WITH L ENG RUNNING, BEACON ON, AND JETWAY BRIDGE NOT YET UP TO THE ACFT. CRANKED APU AS QUICKLY AS WE COULD AND SHUT DOWN THE L ENG WITHOUT APU OR EXTERNAL PWR. HOWEVER, THE JETWAY TOOK APPROX 10 MINS AFTER BLOCK-IN BEFORE THE DOORS WERE OPENED, BY THEN FUELING WAS ALMOST COMPLETE.
