Narrative:
On vectors to yip at 4000 ft, approaching from the southeast over detroit metropolitan airport, we were talking to approach control as they instructed us to contact willow run tower, which we do. Willow run tower cleared us to land. We started our descent to land and tower came back and said to climb to 4000 ft immediately and contact approach. We did. Approach control said we weren't cleared for the approach. We weren't cleared for the approach, we were cleared to land. My contention is, you must descend to land. After landing at yip, we're instructed to call the TRACON on a landline. I talked to the supervisor there who said we were never instructed to contact the tower and we should have not descended. He also said there was no loss of separation between aircraft. I still believe we were instructed to contact the tower and even if we inadvertently took someone else's handoff, believe that willow run tower should not have cleared us to land if they didn't know where we were.

Title: LR35 ON VECTORS TO YIP AT 4000 FT IS TOLD TO CONTACT TWR, FLT CREW BEGINS DSCNT AND THEN IS TOLD TO CLB BACK TO ALT BECAUSE APCH CLRNC WAS NOT ISSUED.
Narrative: ON VECTORS TO YIP AT 4000 FT, APCHING FROM THE SE OVER DETROIT METRO ARPT, WE WERE TALKING TO APCH CTL AS THEY INSTRUCTED US TO CONTACT WILLOW RUN TWR, WHICH WE DO. WILLOW RUN TWR CLRED US TO LAND. WE STARTED OUR DSCNT TO LAND AND TWR CAME BACK AND SAID TO CLB TO 4000 FT IMMEDIATELY AND CONTACT APCH. WE DID. APCH CTL SAID WE WEREN'T CLRED FOR THE APCH. WE WEREN'T CLRED FOR THE APCH, WE WERE CLRED TO LAND. MY CONTENTION IS, YOU MUST DSND TO LAND. AFTER LNDG AT YIP, WE'RE INSTRUCTED TO CALL THE TRACON ON A LANDLINE. I TALKED TO THE SUPVR THERE WHO SAID WE WERE NEVER INSTRUCTED TO CONTACT THE TWR AND WE SHOULD HAVE NOT DSNDED. HE ALSO SAID THERE WAS NO LOSS OF SEPARATION BTWN ACFT. I STILL BELIEVE WE WERE INSTRUCTED TO CONTACT THE TWR AND EVEN IF WE INADVERTENTLY TOOK SOMEONE ELSE'S HDOF, BELIEVE THAT WILLOW RUN TWR SHOULD NOT HAVE CLRED US TO LAND IF THEY DIDN'T KNOW WHERE WE WERE.
