Narrative:
On dec/thu/04, I was doing a walkaround on aircraft X, when I did not see the speed tape coming off the l-hand horizontal stabilizer leading edge. That morning, the crew found that the speed tape had began to peel off. I think that paying more attention to speed tape areas will prevent this from happening again.

Title: A B737-300 TECHNICIAN RPTS MAKING A WALKAROUND INSPECTION AND MISSING THE SPD TAPE PEELING OFF AN INTERIM REPAIR TO THE L HORIZ STABILIZER LEADING EDGE.
Narrative: ON DEC/THU/04, I WAS DOING A WALKAROUND ON ACFT X, WHEN I DID NOT SEE THE SPD TAPE COMING OFF THE L-HAND HORIZ STABILIZER LEADING EDGE. THAT MORNING, THE CREW FOUND THAT THE SPD TAPE HAD BEGAN TO PEEL OFF. I THINK THAT PAYING MORE ATTN TO SPD TAPE AREAS WILL PREVENT THIS FROM HAPPENING AGAIN.
