Narrative:

After takeoff (captain flying) ZZZ nose gear failed to retract. Verified by red nose gear light and loud air noise. Happened immediately after takeoff on gear retraction; approximately 200 ft AGL. WX was 200 ft and 1/2 mi visibility. Followed OM checklist and recycled gear and continued climb. Gear indicated down and 3 green. Airplane depressurized and various ground logic system failed. Declared an emergency and returned to an ILS runway 8 at ZZZ for landing. Cleared runway after landing and after a look over by crash fire rescue equipment; taxi back to the gate. Upon gate arrival; we saw both nose gear landing lights had broken and the nose strut was low but within our limits with approximately 1/2 inch of chrome showing.
