Narrative:
We were 10000 ft over mulrr intersection on the hyper one arrival. Potomac approach cleared us to descend via the hyper one arrival. We were ready to start our descent when potomac approach told us to descend to 7000 ft. We descended to 7000 ft. When we crossed signe intersection we started a descent to cross mowat at 5000 ft as directed by the arrival. At approximately 6600 ft; the controller told us to stop our descent because we were only cleared to 7000 ft. He advised that he had traffic below us at 6000 ft. We were descending via the hyper one just as we were cleared. I believe this could have been prevented if the approach controller would have told us about the traffic; and would have told us to 'maintain' 7000 ft. Just as another note; there was an aircraft behind us on the hyper one arrival. They were given the same clearance as us. They descended below 7000 ft; and were also stopped by the controller who said they were only cleared to 7000 ft.

Title: A CARJ FLT CREW; CLRED TO DSND VIA THE HYPER ONE ARR TO IAD; DSNDS FROM AN INTERIM CTLR ASSIGNED ALT BELIEVING THAT THE PREVIOUSLY ISSUED CLRNC ALLOWED FURTHER DSCNT IN ACCORDANCE WITH THE PUBLISHED ARR.
Narrative: WE WERE 10000 FT OVER MULRR INTXN ON THE HYPER ONE ARR. POTOMAC APCH CLRED US TO DSND VIA THE HYPER ONE ARR. WE WERE READY TO START OUR DSCNT WHEN POTOMAC APCH TOLD US TO DSND TO 7000 FT. WE DSNDED TO 7000 FT. WHEN WE CROSSED SIGNE INTXN WE STARTED A DSCNT TO CROSS MOWAT AT 5000 FT AS DIRECTED BY THE ARR. AT APPROX 6600 FT; THE CTLR TOLD US TO STOP OUR DSCNT BECAUSE WE WERE ONLY CLRED TO 7000 FT. HE ADVISED THAT HE HAD TFC BELOW US AT 6000 FT. WE WERE DSNDING VIA THE HYPER ONE JUST AS WE WERE CLRED. I BELIEVE THIS COULD HAVE BEEN PREVENTED IF THE APCH CTLR WOULD HAVE TOLD US ABOUT THE TFC; AND WOULD HAVE TOLD US TO 'MAINTAIN' 7000 FT. JUST AS ANOTHER NOTE; THERE WAS AN ACFT BEHIND US ON THE HYPER ONE ARR. THEY WERE GIVEN THE SAME CLRNC AS US. THEY DSNDED BELOW 7000 FT; AND WERE ALSO STOPPED BY THE CTLR WHO SAID THEY WERE ONLY CLRED TO 7000 FT.
