Narrative:

While flying from tpa to gsp; center cleared us down to a lower altitude. I set FL240 in the altitude alerter and then read back FL240. A few mins later center called opposite direction traffic. We saw the traffic on TCASII first; got a TA then an RA; started a climb; and then got a visual contact with a cpr jet. I told center we had started a climb because of the RA. Center responded with 'climb to FL250; you were never cleared for lower.' after clearing the traffic we were then cleared for lower and a frequency change. No further discussion was noted between myself and the controller.

Title: A CRJ200 CREW ACCEPTED A LOWER ALT CLRNC THEN RECEIVED A TCASII RA FOLLOWED BY A NEW ATC ALT ASSIGNMENT.

CTR RESPONDED WITH 'CLB TO FL250; YOU WERE NEVER CLRED FOR LOWER.' AFTER CLRING THE TFC WE WERE THEN CLRED FOR LOWER AND A FREQ CHANGE. NO FURTHER DISCUSSION WAS NOTED BTWN MYSELF AND THE CTLR.
