Narrative:
I was working local west on a prm operation on feb/wed/05. After I scanned my runways; I cleared air carrier X for takeoff. As air carrier crossed runway 27R and taxiway east; a pair of stairs rolled onto the runway from the east ramp. The amass went off as air carrier X was past the stairs and taking off. I asked the pilot about the stairs. He said he did not see them. I immediately stopped departures; told the supervisor; and tried to get in touch with airport vehicles to secure the stairs.

Title: PHL CTLRS EXPERIENCE UNIQUE OCCURRENCE AS STAIRS ROLL ONTO THE RWY AFTER TKOF CLRNC IS ISSUED.
Narrative: I WAS WORKING LCL W ON A PRM OP ON FEB/WED/05. AFTER I SCANNED MY RWYS; I CLRED ACR X FOR TKOF. AS ACR CROSSED RWY 27R AND TXWY E; A PAIR OF STAIRS ROLLED ONTO THE RWY FROM THE E RAMP. THE AMASS WENT OFF AS ACR X WAS PAST THE STAIRS AND TAKING OFF. I ASKED THE PLT ABOUT THE STAIRS. HE SAID HE DID NOT SEE THEM. I IMMEDIATELY STOPPED DEPS; TOLD THE SUPVR; AND TRIED TO GET IN TOUCH WITH ARPT VEHICLES TO SECURE THE STAIRS.
