Narrative:
Upon takeoff from runway 13 sgj; cleared to a right turn to 270 degrees up to 2000 ft; at 1700 ft through about 220 degree heading; observed other aircraft just above left wing traveling north. Aircraft passed over within 25-50 ft. ATC advised aircraft was not supposed to be there and his previous reports of location were inaccurate.

Narrative: UPON TKOF FROM RWY 13 SGJ; CLRED TO A R TURN TO 270 DEGS UP TO 2000 FT; AT 1700 FT THROUGH ABOUT 220 DEG HDG; OBSERVED OTHER ACFT JUST ABOVE L WING TRAVELING N. ACFT PASSED OVER WITHIN 25-50 FT. ATC ADVISED ACFT WAS NOT SUPPOSED TO BE THERE AND HIS PREVIOUS RPTS OF LOCATION WERE INACCURATE.
