Narrative:
Approximately XA00; a freighter flight was delayed due to a cargo net widgen attachment hardware failure. I removed the net for replacement. We had a parts stock deficiency so the aircraft needed MEL'ing. I MEL'ed the item but in doing so; I mistook the placarding requirement to mean the permanently affixed placard which remains on the logbook at all times. This mistake was due to the fact that I was working under time constraints and on an air traffic area chapter 2500 item I thought was covered by present placarding. My decision to omit placarding was based on the belief that the permanent placard covered this item. I was wrong. I will continue to make every effort to prevent this type of error from happening in the future.

Title: A B737-200 HAD A CARGO RETAINING NET REMOVED DUE TO A FAILED FITTING. ITEM WAS DEFERRED PER THE MEL; BUT NOT PLACARDED PER SPECIAL PROCS.
