Narrative:
While arriving into teb (ewr; jfk; lga area) the WX was IMC; turbulent (moderate; occasional severe). On approach; autoplt locked onto ILS system and proceeding down the GS; an aural 'windshear' announcement was set off with the annunciator indication showing 'windshear' in the pfd unit of aircraft. This announcement requires an immediate 'go around.' we announced to teb tower we were going around because of windshear. Tower issued us a heading and an altitude of 1500 ft. On a windshear escape; the procedure is to keep climbing until you are out of windshear. At 1500 ft and attempting to follow teb tower instruction; we still had the windshear alert showing. I attempted to level off but it became apparent that I was in the uplift side of the windshear. I stopped my climb at 2100 ft; got leveloff; and explained to ATC why we were off altitude. At the same time; I proceeded to descend back down to the assigned altitude. Windshear escape is supposed to be a continuous climb until out of the shear. Leveling off while still in windshear is not trained. A challenger following me on the same approach attempted to land and ended up striking the wing and blowing out several tires. We were radar vectored back around to shoot the ILS approach again; only to have to do another 'go around' because of the damaged challenger still on the runway. We then diverted over to white plains and landed there.

Title: AN EMB135 PLT EXECUTING A WINDSHEAR WARNING GAR EXCEEDED THE TEB TWR DIRECTED ALT RESTR WHILE FOLLOWING THE WINDSHEAR WARNING COMMANDS.
Narrative: WHILE ARRIVING INTO TEB (EWR; JFK; LGA AREA) THE WX WAS IMC; TURBULENT (MODERATE; OCCASIONAL SEVERE). ON APCH; AUTOPLT LOCKED ONTO ILS SYS AND PROCEEDING DOWN THE GS; AN AURAL 'WINDSHEAR' ANNOUNCEMENT WAS SET OFF WITH THE ANNUNCIATOR INDICATION SHOWING 'WINDSHEAR' IN THE PFD UNIT OF ACFT. THIS ANNOUNCEMENT REQUIRES AN IMMEDIATE 'GAR.' WE ANNOUNCED TO TEB TWR WE WERE GOING AROUND BECAUSE OF WINDSHEAR. TWR ISSUED US A HDG AND AN ALT OF 1500 FT. ON A WINDSHEAR ESCAPE; THE PROC IS TO KEEP CLBING UNTIL YOU ARE OUT OF WINDSHEAR. AT 1500 FT AND ATTEMPTING TO FOLLOW TEB TWR INSTRUCTION; WE STILL HAD THE WINDSHEAR ALERT SHOWING. I ATTEMPTED TO LEVEL OFF BUT IT BECAME APPARENT THAT I WAS IN THE UPLIFT SIDE OF THE WINDSHEAR. I STOPPED MY CLB AT 2100 FT; GOT LEVELOFF; AND EXPLAINED TO ATC WHY WE WERE OFF ALT. WE WERE RADAR VECTORED BACK AROUND TO SHOOT THE ILS APCH AGAIN; ONLY TO HAVE TO DO ANOTHER 'GAR' BECAUSE OF THE DAMAGED CHALLENGER STILL ON THE RWY.
