Narrative:
When I reviewed the logbook before departure; I noticed that seat 26XY had a disconnected passenger service unit; but these seats were not blocked and only the PA system was on placard. After consulting with maintenance; I determined that the seats were unusable and had maintenance block them off and put the passenger service unit on placard.
