Narrative:
During pushback awaiting push clearance; brakes released; a ramp worker opened the cargo door without telling the tug driver. I told the tug driver 'hey; the cargo door just opened' and he responded 'oh; I guess they got another bag; I didn't even know they were gonna do that.'

Title: AN A319 CAPT COMPLAINS ABOUT RAMP PERSONNEL OPENING CARGO DOORS DURING PUSHBACK WITHOUT PERMISSION.
Narrative: DURING PUSHBACK AWAITING PUSH CLRNC; BRAKES RELEASED; A RAMP WORKER OPENED THE CARGO DOOR WITHOUT TELLING THE TUG DRIVER. I TOLD THE TUG DRIVER 'HEY; THE CARGO DOOR JUST OPENED' AND HE RESPONDED 'OH; I GUESS THEY GOT ANOTHER BAG; I DIDN'T EVEN KNOW THEY WERE GONNA DO THAT.'
