Narrative:
Summary: altitude/airspeed deviations on teb 5 departure due to distraction; crew error on interpreting SID. Event: assigned teb 5 SID as usual (PIC and sic have been into and out of teb many times). Thoroughly briefed sic (first officer second in command) on SID during preflight briefing and again on safety briefing. Both pilots concurred on plan and chart altitudes; turns. Reviewed FAA and company memos about plethora of recent deviations on this procedure. PIC flying. After takeoff and climb runway heading to 1300 ft; beginning leveloff at 1500 ft and turn to 280 degrees; sic reset altitude alerter to 2000 ft! Command bars dutifully commanded continued climb to 2000 ft. Caught error at 1640 ft and ordered sic to reset 1500 ft. Scan suffered with distraction and fixation on altitude error; airspeed accelerated to 230 KTS (versus 200 KTS maximum allowed below class B floor) temporarily for 10 seconds. Thankfully looked beyond faulty command bar picture to raw data and caught altitude excursion at 1640 ft. Sic compounded error by switch from teb tower to ny departure with 'nxxxab; climbing to 2000 ft;' giving clear notice to all on frequency he didn't understand SID. I should have keyed microphone and stated; 'nxxxab maintaining 1500;' but for some reason did not. No loss of separation (to my best knowledge). Ny departure just emphatically stated; 'I need you at 1500 ft.' continued flight. Discussed error; sic admitted error and apologized. Contributing factors: 1) fatigue: this was leg 6 of 6 for the day. 2) communication/language: english is the sic's second language. He speaks another language at home. I often have to repeat things to clarify meaning; and I believe he processes everything cognitively in another language first then translates or reprocesses in english when talking with english speakers. Suggestion: clarify SID by specifically stating for departures runway 24 teb; 'runway heading to 1500 ft then simultaneously turn right 280 degrees and leveloff 1500 ft to 4.5 DME (teb VOR) then 2000 ft.' reinforces requirement of 2 actions.
