Narrative:
We were cleared for takeoff on runway 5R. When the throttle was advanced the right engine did not respond. I told tower we were not going to take off and were going to taxi off the runway. When clear of the runway we stopped the airplane and shut down the right engine. We contacted maintenance. They recommended we try turning off the pack and advancing the throttle. We restarted the engine; and with the pack off the engine responded normally. We turned the pack back on and all was normal. Maintenance indicated that this was not a too uncommon problem at MMMX and there was no real problem. We then took off and the remainder of the flight was normal. Maximum speed while taxiing off the runway was no greater than 15 KTS. We had taxied out on the left engine only; and had not tried to advance the right throttle prior to takeoff.

Title: AN MD80 ON ADVANCING THROTTLE TO TKOF PWR THE R ENG DID NOT INDICATE ENG PRESSURE RATIO. SHUT DOWN ENG AND R PACK. NORMAL INDICATION ON RESTART OF ENG.
Narrative: WE WERE CLRED FOR TKOF ON RWY 5R. WHEN THE THROTTLE WAS ADVANCED THE R ENG DID NOT RESPOND. I TOLD TWR WE WERE NOT GOING TO TAKE OFF AND WERE GOING TO TAXI OFF THE RWY. WHEN CLR OF THE RWY WE STOPPED THE AIRPLANE AND SHUT DOWN THE R ENG. WE CONTACTED MAINT. THEY RECOMMENDED WE TRY TURNING OFF THE PACK AND ADVANCING THE THROTTLE. WE RESTARTED THE ENG; AND WITH THE PACK OFF THE ENG RESPONDED NORMALLY. WE TURNED THE PACK BACK ON AND ALL WAS NORMAL. MAINT INDICATED THAT THIS WAS NOT A TOO UNCOMMON PROB AT MMMX AND THERE WAS NO REAL PROB. WE THEN TOOK OFF AND THE REMAINDER OF THE FLT WAS NORMAL. MAX SPD WHILE TAXIING OFF THE RWY WAS NO GREATER THAN 15 KTS. WE HAD TAXIED OUT ON THE L ENG ONLY; AND HAD NOT TRIED TO ADVANCE THE R THROTTLE PRIOR TO TKOF.
