Narrative:

This report is in regards to air carrier Y's gate and parking procedure in ogg. When they arrive or depart the ramp; they blow all kinds of FOD at our aircraft and the men and equipment working around the aircraft. They park sideways facing north; thus the exhaust from the turbines blows into our intake on the air conditioning packs. Causing discomfort and health issues for our crew and passenger onboard. They should be tugged in and out of the gate to remedy this dangerous situation. Please contact the state regarding this dangerous situation and please let me know what steps they are going to take to remedy this! Callback conversation with reporter revealed the following information: reporter stated that he has personally seen a customer's hat blown off and the person ran onto the ramp to reclaim it. In doing so; the customer exposed himself to aircraft ramp equipment and possibly aircraft in the area. The reporter's solution is to have the turboprop aircraft tugged in and out of parking just like big aircraft are. He is surprised osha has not gotten involved. The dash 8 propeller blast is also a hazard for the airline employees working near the commuter ramp.
