Narrative:
Ny approach frequency 133.10 is garbled. It has the quality of a 'digital all phone and voice activated microphone' combined. Lots of 'say again' requests by pilots. I have reported this numerous times the past 2 yrs. On thu/may/05 I heard a confused jet pilot (foreign regulation) mistake his assigned altitude 6000 for FL290. Bad enough there is a language barrier; but ATC needs to fix their radios.

Narrative: NY APCH FREQ 133.10 IS GARBLED. IT HAS THE QUALITY OF A 'DIGITAL ALL PHONE AND VOICE ACTIVATED MIC' COMBINED. LOTS OF 'SAY AGAIN' REQUESTS BY PLTS.
