Narrative:
The ATIS at cle advised of ILS apches to runways 6R/6L. At the last second; we were advised of a lda/prm approach to runway 6R. There was little time to brief this involved approach and my first officer was visibly confused at the speed events were happening. He has 700 hours total time and came to the airline through air carrier X's training program. While video games and simulators have resets and control/altitude/delete; the real world does not. This is not the first time I have had an air carrier X training program first officer with the deer-in-the-headlights look; and ended up with what amounts to a single pilot operation. When ATC throws curve balls (and it happens more often than not); professional pilots must be ready to step up. I believe that only hard earned experience can prepare pilots for the complicated aspects of today's airspace. This is a good reason why the apprenticeship of flight instructing should be mandatory. The cockpit of an airliner; with trusting passenger in the back; is a terrible classroom. Of course; it would help if specific types of apches were advertised well ahead of time so proper briefings and questions can be addressed in the cockpit with proper time to make sure that no surprises occur. Callback conversation with reporter revealed the following information: reporter not only had comments about his first officer's ability because of his lack of experience; but also about the pressure placed on the crew members for other issues. He stated that first officer may have had training at some point but had no idea what was happening at cle that day. The reporter also stated his air carrier schedules pilots for 8 hours flight time and 16 hour duty days. Then the air carrier will request a crew to reposition an aircraft part 91 well in excess of 16 hours. The air carrier uses intimidation; chief pilot threats and far interpretation manipulations in order to 'force' pilots to go beyond the far. This pilot has flown with many training program pilots and finds that he is single plting when flying with them. Reporter stated that if he goes to the FAA with this information; the air carrier will come after his job.

Title: A CRJ200 CAPT RPTS HIS LOW TIME FO DID NOT POSSESS THE NECESSARY SKILLS OR TRAINING FOR PERFORMING THE CLE PRM APCH.

HE STATED THAT FO MAY HAVE HAD TRAINING AT SOME POINT BUT HAD NO IDEA WHAT WAS HAPPENING AT CLE THAT DAY. THE RPTR ALSO STATED HIS ACR SCHEDULES PLTS FOR 8 HRS FLT TIME AND 16 HR DUTY DAYS.
