Narrative:
Flight XXXX landed at runway 22 in gsp. After they cleared the runway; our flight; YYYY; was cleared into position on runway 22 shortly after flight XXXX was told to take taxiway A2 and proceed to the gate. However; they took the reverse taxiway 'east' and were told to hold short of taxiway 'a.' meantime; we (flight YYYY) were cleared for takeoff runway 22. The takeoff was was uneventful. When we passed the taxiway where flight XXXX was located; I noticed that the aircraft was holding short on the wrong side of the hold short line (dashed side). On departure control; I questioned the controller and I was given the gsp tower number. Upon arrival in cvg; I returned the call and talked to the supervisor. Her explanation was that as long as the tail section is off the runway; they can clear another aircraft for takeoff. The opinion of the crew is that this was a runway incursion with improper separation by the tower controller. The reason (as stated by the supervisor in gsp) was that flight XXXX had to hold short because of the outbound traffic from the ramp.

Title: FLT CREW OF CARJ ARE ALARMED TO DISCOVER PREVIOUS LNDG ACFT ON RWY 22 AT GSP WAS NOT CLR OF THE RWY WHEN THEY WERE CLRED FOR TKOF. LATER; A CALL TO TWR INFORMED THEM THAT THE TWR CONSIDERED IT OK TO DEP ACFT IF PREVIOUS ARR'S TAIL IS CLR OF THE RWY; NOTWITHSTANDING THE ACFT'S POSITION RELATIVE HOLD TO THE HOLD SHORT LINE.
Narrative: FLT XXXX LANDED AT RWY 22 IN GSP. AFTER THEY CLRED THE RWY; OUR FLT; YYYY; WAS CLRED INTO POSITION ON RWY 22 SHORTLY AFTER FLT XXXX WAS TOLD TO TAKE TXWY A2 AND PROCEED TO THE GATE. HOWEVER; THEY TOOK THE REVERSE TXWY 'E' AND WERE TOLD TO HOLD SHORT OF TXWY 'A.' MEANTIME; WE (FLT YYYY) WERE CLRED FOR TKOF RWY 22. THE TKOF WAS WAS UNEVENTFUL. WHEN WE PASSED THE TXWY WHERE FLT XXXX WAS LOCATED; I NOTICED THAT THE ACFT WAS HOLDING SHORT ON THE WRONG SIDE OF THE HOLD SHORT LINE (DASHED SIDE).
