Narrative:
Runways 35L and 26 intersect. Closed pattern operations as well as most activities were running on runway 35L and runway 35R. Departures were approved on runway 26. Decathlon was doing closed patterns on runway 35L. Seminole was departing runway 26. I observed decathlon in an apparent go around. I launched seminole with the assumption that decathlon had gone around on his own. Decathlon reported that he did a stop-and-go. Incident is under investigation at this time for a possible runway incursion.
