Narrative:
Arrived at aircraft. Noticed gear door open light (MD80). Checked outside; mechanics working on flap track inside left wheel well. No placards; notes; stickers; or breakers pulled in the cockpit. Nothing to prevent activating hydraulics. I followed procedure and checked outside; but there should be other safeguards to prevent someone from losing a limb or worse.

Title: AN MD80 FO NOTED WHEEL WELL DOOR WARNING. FOUND TECHNICIANS WORKING ON L TRAILING EDGE FLAP TRACK IN WHEEL WELL. NO TAGS OR CIRCUIT BREAKERS PULLED TO PREVENT HYD PWR ON AIRPLANE.
Narrative: ARRIVED AT ACFT. NOTICED GEAR DOOR OPEN LIGHT (MD80). CHKED OUTSIDE; MECHS WORKING ON FLAP TRACK INSIDE L WHEEL WELL. NO PLACARDS; NOTES; STICKERS; OR BREAKERS PULLED IN THE COCKPIT.
