Narrative:
I was working local control. Landing runway 14; departing runway 24R confign. Grumman aircraft landed runway 14. Ground control was really busy; so I asked the grumman where he parked. He stated south airpark (other side of runway 24R/left). I told the grumman to 'remain my frequency; proceed down taxiway right to taxiway K to taxiway east and hold short of runway 24R.' he did not read back the hold short instructions. I knew that; but I had some time to repeat it. He questioned the route. As he approached taxiway K; I repeated my instructions to the grumman; 'turn right at taxiway east and hold short of runway 24R.' he questioned turning at taxiway east because there was a saab on taxiway K short of taxiway east waiting for him. Air carrier X was cleared for takeoff on runway 24R. Ground had a learjet to get out first; so I canceled the takeoff clearance for air carrier X. Learjet departed runway 24R from intersection B. I cleared the lear for takeoff. I explained to the grumman that he was holding for the learjet. He rolled across runway 24R and said; 'crossing the runway.' there were about 2 other xmissions that partially blocked him; and I said; 'thank you.' in anticipation that he was holding; he rolled across runway 24R in front of the learjet and I could not stop him. It was so busy that I also did not tell him to call the tower for a possible pilot deviation. Supplemental information from acn 663496: this situation happened on taxi in from landing at anc international. The ground control/tower gave me clearance to taxi on taxiway M; taxiway right; taxiway K to hold short of runway 24R at taxiway east. Then I was to cross runway 24R; then cleared a learjet to take off on runway 24R before I was able to clear the runway in use. I had just started to cross the runway when the controller cleared them for takeoff. I responded on radio I was crossing runway 24R. I saw the situation happening and I expedited the crossing to get out of the way.

HE QUESTIONED TURNING AT TXWY E BECAUSE THERE WAS A SAAB ON TXWY K SHORT OF TXWY E WAITING FOR HIM. ACR X WAS CLRED FOR TKOF ON RWY 24R. GND HAD A LEARJET TO GET OUT FIRST; SO I CANCELED THE TKOF CLRNC FOR ACR X. LEARJET DEPARTED RWY 24R FROM INTXN B. I CLRED THE LEAR FOR TKOF. I EXPLAINED TO THE GRUMMAN THAT HE WAS HOLDING FOR THE LEARJET. HE ROLLED ACROSS RWY 24R AND SAID; 'XING THE RWY.' THERE WERE ABOUT 2 OTHER XMISSIONS THAT PARTIALLY BLOCKED HIM; AND I SAID; 'THANK YOU.' IN ANTICIPATION THAT HE WAS HOLDING; HE ROLLED ACROSS RWY 24R IN FRONT OF THE LEARJET AND I COULD NOT STOP HIM. IT WAS SO BUSY THAT I ALSO DID NOT TELL HIM TO CALL THE TWR FOR A POSSIBLE PLTDEV. SUPPLEMENTAL INFO FROM ACN 663496: THIS SITUATION HAPPENED ON TAXI IN FROM LNDG AT ANC INTL. THE GND CTL/TWR GAVE ME CLRNC TO TAXI ON TXWY M; TXWY R; TXWY K TO HOLD SHORT OF RWY 24R AT TXWY E. THEN I WAS TO CROSS RWY 24R; THEN CLRED A LEARJET TO TAKE OFF ON RWY 24R BEFORE I WAS ABLE TO CLR THE RWY IN USE. I HAD JUST STARTED TO CROSS THE RWY WHEN THE CTLR CLRED THEM FOR TKOF. I RESPONDED ON RADIO I WAS XING RWY 24R. I SAW THE SITUATION HAPPENING AND I EXPEDITED THE XING TO GET OUT OF THE WAY.
