Narrative:

Aircraft arrived with a #1 high pressure valve inoperative. Confirmed valve closed. Placed the high pressure valve on MEL per maintenance control. Aircraft departed station and returned from flight with no low pressure bleed. Upon inspection; found the low pressure valve which sits next to high pressure to be secured closed. Secured proper valve; ran engine on ground -- all system checked as they should be.

Title: AN A319 RETURNED TO THE FIELD WITH RPT NO BLEED AIR FROM #1 ENG. FOUND INCORRECT VALVE RENDERED INOP PER THE MEL. #1 HIGH PRESSURE BLEED VALVE INOP. LOCKED OUT LOW PRESSURE BLEED VALVE IN ERROR.
