Narrative:
Hillsboro airport is a busy GA airport with a mix of traffic ranging from helicopter's and small training airplanes to airliner sized jets. The tower has developed procedures which may be expedient in the short term; but have led to inconsistency and confusion. There have been runway incursions and near midair collision's caused by tower shuffling takeoff and landing order. I have been told I was #5; cleared to land; with no way of tracking 1 through 4. I have been on final within the airport perimeter and told to go around because traffic behind me was dangerously close; while no TA's had been given to the following traffic. On this occasion; I was told I was #2 for departure; then told I was #3; then asked (not told); if I could; taxi down the active runway to re-enter the takeoff queue. With the history of tower-caused runway incursions; I declined to taxi on the active runway during a busy takeoff and landing without being positive tower had a grasp on the traffic and chose to hold my position on the taxiway until positive.

Title: C172 DECLINED TO COMPLY WITH HIO LCL CTLR'S INSTRUCTIONS BECAUSE OF LACK OF CONFIDENCE IN PAST HIO ATC PERFORMANCES.
Narrative: HILLSBORO ARPT IS A BUSY GA ARPT WITH A MIX OF TFC RANGING FROM HELI'S AND SMALL TRAINING AIRPLANES TO AIRLINER SIZED JETS. THE TWR HAS DEVELOPED PROCS WHICH MAY BE EXPEDIENT IN THE SHORT TERM; BUT HAVE LED TO INCONSISTENCY AND CONFUSION. THERE HAVE BEEN RWY INCURSIONS AND NMAC'S CAUSED BY TWR SHUFFLING TKOF AND LNDG ORDER. I HAVE BEEN TOLD I WAS #5; CLRED TO LAND; WITH NO WAY OF TRACKING 1 THROUGH 4. I HAVE BEEN ON FINAL WITHIN THE ARPT PERIMETER AND TOLD TO GO AROUND BECAUSE TFC BEHIND ME WAS DANGEROUSLY CLOSE; WHILE NO TA'S HAD BEEN GIVEN TO THE FOLLOWING TFC. ON THIS OCCASION; I WAS TOLD I WAS #2 FOR DEP; THEN TOLD I WAS #3; THEN ASKED (NOT TOLD); IF I COULD; TAXI DOWN THE ACTIVE RWY TO RE-ENTER THE TKOF QUEUE. WITH THE HISTORY OF TWR-CAUSED RWY INCURSIONS; I DECLINED TO TAXI ON THE ACTIVE RWY DURING A BUSY TKOF AND LNDG WITHOUT BEING POSITIVE TWR HAD A GRASP ON THE TFC AND CHOSE TO HOLD MY POS ON THE TXWY UNTIL POSITIVE.
