Narrative:
Aircraft X exited runway 28R onto runway 1L/19R sbound with instruction to hold short runway 28L. The aircraft passed the hold sign for runway 28L/10R and held short of the runway edge paint stripe. Traffic was rolling out runway 28L landing roll. Amass did not alert; and the aircraft target did not touch the runway 28L gate. The concern I have is that my fellow controllers; including the controller in charge at the time who I brought the incident up to; did not understand that this in fact is a runway incursion. The local runway safety meetings have requested hold bars painted on runways 1R/19L and runway 1L/19R at runways 28L/10R and runway 28R/10L. My hope is that the pilot of aircraft X files a report as well. When I talked to aircraft X on ground control; I reminded the crew that in absence of a painted hold bar; they need to stop at the runway sign.

Title: SFO CTLR EXPRESSED CONCERN REGARDING HOLDING CLRNC CRITERIA WHEN ACFT ARE USING A RWY FOR TAXIING.

THE LCL RWY SAFETY MEETINGS HAVE REQUESTED HOLD BARS PAINTED ON RWYS 1R/19L AND RWY 1L/19R AT RWYS 28L/10R AND RWY 28R/10L. MY HOPE IS THAT THE PLT OF ACFT X FILES A RPT AS WELL. WHEN I TALKED TO ACFT X ON GND CTL; I REMINDED THE CREW THAT IN ABSENCE OF A PAINTED HOLD BAR; THEY NEED TO STOP AT THE RWY SIGN.
