Narrative:

Aircraft returned to gate with nose cowl anti-ice inoperative. I went to assist the gate mechanic open the cowl and get the paperwork completed. I finished the paperwork and sent the release to the aircraft. I only assisted in the opening and closing of the engine cowl. I observed the mechanic inserting the lockout pin in the anti-ice valve but did not physically check the valve position. To facilitate a timely departure; I signed the form as completed.

Title: AN A320 WAS DISPATCHED WITH A NOSE COWL ANTI-ICE VALVE INOP. THE VALVE WAS LOCKED IN THE INCORRECT POS AND DEFERRED.

Narrative: ACFT RETURNED TO GATE WITH NOSE COWL ANTI-ICE INOP. I WENT TO ASSIST THE GATE MECH OPEN THE COWL AND GET THE PAPERWORK COMPLETED. I FINISHED THE PAPERWORK AND SENT THE RELEASE TO THE ACFT. I ONLY ASSISTED IN THE OPENING AND CLOSING OF THE ENG COWL. I OBSERVED THE MECH INSERTING THE LOCKOUT PIN IN THE ANTI-ICE VALVE BUT DID NOT PHYSICALLY CHK THE VALVE POS. TO FACILITATE A TIMELY DEP; I SIGNED THE FORM AS COMPLETED.
