Narrative:

2 sits here. One I cleared an F16 out of a military area by giving him a higher altitude; expecting him to stay within the lateral confines of the area; yet he flew into another area and came close to an air carrier. Also; I had a private aircraft descending into an airport. I kept him above the military area and gave him lower when he cleared the area to the west side. He requested a race track. I was unsure what he was talking about but did not care as long as it would not turn him back to the east. I questioned him if this maneuver would take him any further back to the east. He said no; so I cleared him lower. He started into a 360 degree turn to the right which took him back into the military area. I immediately turned him back out. Contributing factors: controller very busy -- did not take time to clarify the maneuver. Pilot -- not explaining or even sure himself what he was flying.

Title: ZKC CTLR EXPERIENCED OPERROR AND OPDEV AT 10000 FT; WHEN BOTH A MIL AND CIVIL ACFT EXECUTED AN UNEXPECTED MANEUVER.

Narrative: 2 SITS HERE. ONE I CLRED AN F16 OUT OF A MIL AREA BY GIVING HIM A HIGHER ALT; EXPECTING HIM TO STAY WITHIN THE LATERAL CONFINES OF THE AREA; YET HE FLEW INTO ANOTHER AREA AND CAME CLOSE TO AN ACR. ALSO; I HAD A PVT ACFT DSNDING INTO AN ARPT. I KEPT HIM ABOVE THE MIL AREA AND GAVE HIM LOWER WHEN HE CLRED THE AREA TO THE W SIDE. HE REQUESTED A RACE TRACK. I WAS UNSURE WHAT HE WAS TALKING ABOUT BUT DID NOT CARE AS LONG AS IT WOULD NOT TURN HIM BACK TO THE E. I QUESTIONED HIM IF THIS MANEUVER WOULD TAKE HIM ANY FURTHER BACK TO THE E. HE SAID NO; SO I CLRED HIM LOWER. HE STARTED INTO A 360 DEG TURN TO THE R WHICH TOOK HIM BACK INTO THE MIL AREA. I IMMEDIATELY TURNED HIM BACK OUT. CONTRIBUTING FACTORS: CTLR VERY BUSY -- DID NOT TAKE TIME TO CLARIFY THE MANEUVER. PLT -- NOT EXPLAINING OR EVEN SURE HIMSELF WHAT HE WAS FLYING.
