Narrative:

Pwm approach called requesting control of the astr going to nhz to get around some traffic wanted on a 120 degree heading. I advised radar controller who put the astr on the heading then immediately corrected to maintain present heading. Thought astr acknowledged present heading instruction when a click/broken transmission was heard due to an ongoing frequency problem at the sector. Saw aircraft in the original turn towards SF34 at 12000 ft. Radar controller issued expedite descent to avoid SF34.
