Narrative:

Following the teb 5 departure we climbed runway heading to 1500 ft then a right turn to 280 degrees. We were leveling at 1500 ft runway heading at 3.5 DME starting a turn to 280 degrees when the controller gave us a 310 degree heading and said 'you are supposed to turn to 280 degrees when you reach 1500 ft.' we said we were already starting the turn. The last couple hundred ft of climb were slowed so we did not float our passenger. It is not rational to think we can hold 3000 ft a minute climb to 1500 ft and level off at the altitude. Two points: 1) we had started the turn. 2) we were only 3.5 DME although quickly approaching 4.5 DME. If the airspace is that tight then departure should give us the 280 degree heading on checkin; not situation there and wait and see what we do and if we do it to their liking.

Title: C560 FLT CREW IS ADMONISHED BY CTLR FOR NOT TURNING SOON ENOUGH ON TEB 5 DEP.

Narrative: FOLLOWING THE TEB 5 DEP WE CLIMBED RWY HDG TO 1500 FT THEN A R TURN TO 280 DEGS. WE WERE LEVELING AT 1500 FT RWY HDG AT 3.5 DME STARTING A TURN TO 280 DEGS WHEN THE CTLR GAVE US A 310 DEG HDG AND SAID 'YOU ARE SUPPOSED TO TURN TO 280 DEGS WHEN YOU REACH 1500 FT.' WE SAID WE WERE ALREADY STARTING THE TURN. THE LAST COUPLE HUNDRED FT OF CLB WERE SLOWED SO WE DID NOT FLOAT OUR PAX. IT IS NOT RATIONAL TO THINK WE CAN HOLD 3000 FT A MINUTE CLB TO 1500 FT AND LEVEL OFF AT THE ALT. TWO POINTS: 1) WE HAD STARTED THE TURN. 2) WE WERE ONLY 3.5 DME ALTHOUGH QUICKLY APCHING 4.5 DME. IF THE AIRSPACE IS THAT TIGHT THEN DEP SHOULD GIVE US THE 280 DEG HDG ON CHECKIN; NOT SIT THERE AND WAIT AND SEE WHAT WE DO AND IF WE DO IT TO THEIR LIKING.
