Narrative:
Aug/tue/05; flight departed from ZZZ and diverted to ZZZ1 due to ECAM warning 'flight control flaps locked.' upon arrival to gate; I spoke with the flight crew and confirmed that both left and right flaps were locked. We used the postflt report and A320 troubleshooting manual for fault isolation. I found the rod end of the right interconnecting strut loose in the flap attachment fitting. The rod end was not attached to the fitting by the bolt; washer; nut; and cotter pin. I verbally reported the discrepancy to company maintenance control and the maintenance supervisor at ZZZ. We performed the necessary testing and restored the right interconnecting strut to normal operation. While performing the operational test of the flap/slat system; the lead technician cleared the agents to board the flight. After completing the test; we went to the maintenance office to sign off the log page. I was researching manual references when the flight crew and agents began inquiring about the location of the logbook. The flight was ready for departure so I hastily wrote a brief description of the fault and maintenance performed. For the fault found; I wrote 'found loose interconnect rod end.' I wrote a brief description due to the immediate need for the logbook by the flight crew and that I verbally reported the fault found to company maintenance control and the maintenance supervisor at ZZZ. This was an operational deviation incident event and I believe I should have written a detailed description of the fault found and referenced manual procedures. I also believe we should delay boarding until the log page is signed off and the book returned to the flight deck.

I ALSO BELIEVE WE SHOULD DELAY BOARDING UNTIL THE LOG PAGE IS SIGNED OFF AND THE BOOK RETURNED TO THE FLT DECK.
