Narrative:
The captain brought a smoking engine to our attention. After operating the engine; I determined the engine starter to be the cause. During the replacement of the starter; I removed the starter chip plug and housing in order to service the oil. I reinstalled it and safetied it after servicing. I could not distinctly recall checking the actual plug from the starter chip detector for snapping it back into place. I made effort to have the aircraft return to the gate. I checked the chip plug. It did turn approximately 1/4 turn clockwise. I then initiated a log entry and again released the aircraft.

Title: A B737-700 WAS RELEASED FOR SVC AFTER AN ENG STARTER REPLACEMENT. ACFT WAS RECALLED TO THE GATE TO DETERMINE IF THE CHIP DETECTOR PLUG WAS LOCKED IN DETENT. FOUND NOT LOCKED IN DETENT.

I COULD NOT DISTINCTLY RECALL CHKING THE ACTUAL PLUG FROM THE STARTER CHIP DETECTOR FOR SNAPPING IT BACK INTO PLACE. I MADE EFFORT TO HAVE THE ACFT RETURN TO THE GATE. I CHKED THE CHIP PLUG. IT DID TURN APPROX 1/4 TURN CLOCKWISE. I THEN INITIATED A LOG ENTRY AND AGAIN RELEASED THE ACFT.
